In Bayern wird die Teil-Legalisierung von Cannabis so restriktiv umgesetzt wie kaum anderswo – mittendrin: Wenzel Cerveny, der selbsternannte „Cannabis-König“. Über 30 Razzien, beschlagnahmte Hanf-Produkte, Vorwürfe von Drogen-Schmuggel in den Bundestag, ein gescheiterter Cannabis Social Club in Aschheim wegen eines plötzlich gebauten Spielplatzes – und trotzdem macht Wenzel weiter. Während die bayerische Staatsregierung das Cannabisgesetz für „abschaffungswürdig“ hält, eröffnet er in einer ehemaligen Metzgerei in Mühldorf seinen nächsten Hanf-Laden und stößt auf Skepsis, Ablehnung und Zuspruch.In diesem Film geht um darum, wie Wenzel vom Unternehmer zum Cannabis-Aktivisten und Betreiber von 17 Hanf-Shops wurde, warum die CSU sein größter Gegner ist und welche Rolle die Krankheit seiner Mutter für seine Mission spielte.
