Al referendum ha votato solo il 30% degli aventi diritto, un numero ben lontano dal 50% più uno necessario per rendere valida la consultazione. Ma non è una novità: negli ultimi 25 anni, solo il referendum del 2011 è riuscito a superare il quorum. Da allora, nessuno ce l’ha più fatta.Eppure, il dibattito sull’efficacia e la legittimità del quorum esiste fin dal 1947, quando l’Assemblea Costituente decise di introdurlo per evitare che una minoranza attiva potesse cancellare leggi approvate dal Parlamento.
Oggi, però, lo scenario è radicalmente cambiato. Disaffezione politica, campagne per l’astensione e quesiti troppo spesso complessi rendono sempre più difficile raggiungere quella soglia. Per molti, il quorum andrebbe rivisto per adattarsi alla realtà attuale, salvaguardando così lo strumento referendario stesso.
