Con questa affermazione, ha voluto mettere in evidenza che il provvedimento in discussione non riguarda tanto la giustizia in senso ampio ma un intervento strutturale sui magistrati, in particolare sul loro ruolo e sulla loro indipendenza. Una riforma che, a suo dire, non è ancora stata completata.
