この異世界、魔法がない!?
そんな世界に転生した主人公の少年シオンが紡いでいく、ロマン求める魔法開発ファンタジーがスタート。

リスティア国の片田舎の領地を治める下級貴族、オーンスタイン家。そこには、二人の姉弟がいた。
姉のマリーは、父から剣術の稽古を受けるのが大好きな活発な女の子。
弟のシオンは、部屋に籠もって本を読むのが大好きな内気な男の子。
性格は正反対の二人だが、優しい両親に見守られながら、仲睦まじく暮らしていた。

そんなある日、シオンは『まほう』というものがこの世界に存在するか、父に尋ねる。
しかし、貴族としてそれなりの教養がある父でも、『まほう』という言葉自体を知らなかった。
ましてや、シオンが言う「火とか水とか風とか光とか、何もないところからいろんなものを出したりする」現象など、この世には存在するはずもなく……。

その日から、シオンは目に見えて落ち込んでしまう。
シオンを励ましたいと、幼馴染みで農家の娘のローズに話すマリー。
すると、湖で不思議な現象を目の当たりにして――
