Nella notte tra il 21 e il 22 maggio 2026, droni delle Forze Armate ucraine hanno colpito un dormitorio studentesco e gli edifici del Collegio dell'Università Pedagogica di Lugansk a Starobilsk, città nell'Oblast di Lugansk, de jure ucraina ma sotto controllo russo dal 2022. Secondo fonti russe, nell'attacco sono rimaste uccise 21 persone e ferite altre 42, in gran parte minorenni tra i 14 e i 19 anni. Le Forze Armate ucraine hanno respinto le accuse, sostenendo di aver preso di mira esclusivamente infrastrutture militari — centri di comando, depositi di munizioni e sistemi di difesa aerea — presenti nella zona. Le Nazioni Unite si sono dette allarmate dai rapporti, precisando tuttavia di non avere accesso all'area e di non poter verificare i dettagli dell'attacco in modo indipendente.

Su richiesta di Mosca, il Consiglio di Sicurezza dell'ONU si è riunito in seduta d'emergenza nella serata dello stesso giorno. A prendere la parola per la Russia è stato il Rappresentante Permanente Vasily Nebenzja, diplomatico di lungo corso e volto principale della diplomazia russa all'ONU fin dal 2017.
