April 1956 ist Österreich dem Europarat und seiner Konsultativen Versammlung (heute: Parlamentarische Versammlung des Europarats) beigetreten. Am selben Tag nahmen der österreichische Außenminister Leopold Figl in Begleitung von Staatsekretär Bruno Kreisky zum ersten Mal an einer Sitzung des Ministerkomitees des Europarates teil. Seine Rede beendete der Außenminister mit den folgenden Worten: "Ich darf Ihnen, Herr Präsident, noch einmal meinen aufrichtigen Dank für Ihre Einladung aussprechen und gleichzeitig die feierliche Erklärung abgeben, und ich weiß, dass ich im Namen des gesamten österreichischen Volkes spreche, dass Österreich sich aufrichtig bemühen wird, im Geiste unserer gemeinsamen Tradition, seinen Beitrag zum Aufbau eines in Frieden einigen Europas zu leisten".
