Penilaian ini muncul seiring dengan rencana Kementerian Perumahan dan Kawasan Permukiman (PKP) menggodok aturan baru mengenai pengurangan batas minimum luas tanah dan bangunan untuk rumah subsidi agar bisa dibangun di pusat kota.
Dalam draf Keputusan Menteri (Kepmen) yang sedang disusun, luas minimal tanah rumah subsidi yang semula 60 meter persegi diusulkan turun menjadi 25 meter persegi dan luas bangunan dari 21 meter persegi menjadi 18 meter persegi.
