A partir de una experiencia cercana, el speaker muestra cómo la lectura y la palabra pueden transformar miedos en oportunidades y acercar el Estado a la vida cotidiana de las personas.Esta charla nos recuerda que una administración pública más humana también se construye desde cómo comunicamos, nombramos y reconocemos al otro en los territorios. Ismael Rafael Salinas Palomo es administrador público egresado de la ESAP sede Bolívar–Córdoba–Sucre–San Andrés Isla y residente en Cartagena de Indias. Su enfoque en la gestión pública se centra en el valor del lenguaje como herramienta de transformación social y fortalecimiento institucional. En su intervención propone redescubrir la lectura y la palabra como medios para convertir miedos en oportunidades y acercar el Estado a la vida cotidiana de las personas.
