Versicherte müssen nach den Plänen mit nicht unerheblichen Kostensteigerungen rechnen – aber auch Ärzte und Pharmaindustrie mit weniger Einnahmen. Und mindestens ein Projekt hatte ein Koalitionspartner eigentlich schon ausgeschlossen.
