Una forma di lavoro che si manifesta con caratteri disumani e che rientra in un fenomeno, che affiora non di rado, di sfruttamento del lavoro dei più deboli e indifesi, con modalità e condizioni illegali e crudeli. Fenomeno che, con rigore e fermezza, va ovunque contrastato, eliminato totalmente e sanzionato, evitando di fornire l'erronea e inaccettabile impressione che venga tollerato ignorandolo".
