A tres años de la renuncia colectiva de los integrantes del Consejo Consultivo, la Comisión Nacional de los Derechos Humanos sigue sin este órgano de contrapesos y control ciudadano, mientras el Senado no ha emitido la convocatoria para designar a los 10 consejeros. En este periodo, la CNDH ha emitido recomendaciones, aprobado disposiciones internas y ejercido presupuesto sin aval. Especialistas dicen que la falta de supervisión permite una mayor concentración de decisiones en la presidencia que encabeza Rosario Piedra
