Le projet a été lancé après la pandémie pour aider un monde culturel particulièrement fragilisé. Mais ailleurs dans l'UE, c'est plutôt le chaos : chaque pays a ses propres statuts pour encadrer un secteur qui englobe aussi bien les auteurs que les techniciens, jusqu'aux exploitants des salles de cinéma. Au point que certains réclament aujourd'hui un statut européen, pour mieux encadrer des conditions de travail très souvent précaires pour le plus grand nombre.
