En 1991 à la chute du dictateur Siad Barré, au Nord-Ouest de la Somalie, le Somaliland proclame son indépendance. Renié par la communauté internationale, le pays a malgré tout connu la paix et la stabilité durant les trente dernières années.

En mai 2021, le Somaliland a fêté ses trente ans. Ce territoire de quatre millions d’habitants, grand comme l’Uruguay, ancienne colonie britannique, dispose d’un gouvernement, d’une armée, d’un parlement, d’institutions autonomes et d’une monnaie. Sa capitale est Hargeisa. Pourtant, si ce petit État hors normes, considéré comme une simple région autonome somalienne sur la scène internationale, est aujourd’hui un des plus sûrs et des plus pacifiques du continent africain, il n’en reste pas moins l’un des plus pauvres de la planète.
