La cifra, vicina all'intero valore del Piano Nazionale di Ripresa e Resilienza, ha impattato pesantemente sui conti pubblici del Paese — è stato un costo impattante sul bilancio dello Stato.
La spesa edilizia residua ha infatti contribuito al mancato rispetto del 3% nel deficit/PIL nel 2025: una misura assolutamente antiscientifica, una misura assolutamente inventata negli oscuri meandri del Ministero francese all'inizio degli anni '80, in un'epoca completamente diversa da quella che viviamo oggi, con problemi completamente diversi. Eppure il PNRR ne deve tenere conto, il Superbonus ne deve tenere conto, i bilanci dello Stato ne devono tenere conto.
