Mikhail Gorbachev willing accelerate integration of capitalist economy 1991

Moscow: President Mikhail Gorbachev is determined to accelerate his country's integration into the capitalist economy and today accepted the Soviet Union's entry into the International Monetary Fund as an associate member. With this agreement, the USSR government and any other republics that wish to join will immediately receive massive technical assistance from the IMF to transform the current state-run economy into a market economy. The world's leading specialists and institutions will advise the Soviets in all areas of economics, as few here understand how the market works. At the same time, all reforms will be supervised by the IMF, which will thus have control over the process. This international oversight will serve as a guarantee for private banks that agree to provide the loans the country so desperately needs. According to IMF Managing Director Michel Camdessus, as an associate member, the USSR can begin receiving assistance immediately, but miracles should not be expected. The transition to a free market economy will be painful for the Soviets, Camdessus said. In exchange for the assistance, the Soviet Union must provide detailed information about its economy, a complicated matter in a country that kept so many secrets. Moscu: El presidente Mijail Gorbachov está dispuesto a acelerar la integración de su país en la economía capitalista y hoy ha aceptado la entrada de la Unión Soviética en el Fondo Monetario Internacional como miembro asociado. Con este acuerdo, el Gobierno de la URSS y las repúblicas que quieran recibirán inmediatamente una masiva ayuda técnica del Fondo Monetario para transformar la actual economía estatal en una economía de mercado. Los mejores especialistas e instituciones del mundo darán consejos a los soviéticos en todos los campos de la economía, ya que pocos conocen a aquí cómo funciona el mercado. Al mismo tiempo, todas las reformas que se lleven a cabo serán supervisadas por el Fondo Monetario, que de esta manera tendrá un control del proceso. Este control internacional servirá de garantía a los bancos privados que acepten dar los préstamos que tanto necesita el país. Según ha dicho hoy el director del Fondo Monetario, Michelle Camdessus como miembro asociado la URSS puede empezar a recibir ayuda desde hoy mismo, pero no hay que esperar milagros. El paso a la economía libre será doloroso para los soviéticos a dicho Camdessus. A cambio de la asistencia, la Unión Soviética ha de dar una información detallada sobre su economía, algo complicado en un país que guardaba tantos secretos.
