¿Financiación ESPECIAL para CATALUÑA? - Resumen
Como funcionaría el sistema de concierto catalán, que sería una copia del que tienen los vascos?A ver ahora mismo el sitema de financiación de las comunidades autónomos (menos para Pais Vasco y Navarra) funciona asi:
Existen 2 tipos de impuestos que pagamos todos.
Primero tenemos los Cedidos, donde estan el de patrimonio, sucesiones, donaciones, electricidad, etc… que se los queda al 100% la comunidad autónoma. De hecho ellos cada comunidad puede aumentarlos o disminuirlos según les mole. Estos son fáciles de entender
Despues estan los compartidos. Aquí entra el IRPF, el IVA y Especiales donde entraría tabaco, alcohol, etc..… de estos el 50% va la Comunidad que lo recauda y la otra mitad va para el estado español. Parte de este dinero luego irá a una bolsa común que el estado ira repartiendo a las comunidades que tengan problemas, con mucha dispersión de población, despoblacion Pib bajo, si son islas, viven mucha peña anciana, etc… para que la gente viva mas o menos igual dependiendo de la región en donde haya respawneao.
