JAKARTA, KOMPAS.TV - Meski harga minyak mentah dunia naik karena perang pecah di Timur Tengah, sektor hulu atau produsen minyak tidak selalu "happy".Gejolak harga minyak justru membuat rencana bisnis berantakan karena berubah-ubahnya asumsi di masa depan.
Sampai 25 Juni, harga minyak mentah jenis Brent yang jadi acuan Indonesia terus bergerak naik turun, terutama jika Presiden Amerika Serikat Donald Trump memberikan pernyataan.
Setelah terbang tinggi nyaris ke 80 Dolar per barel, minyak mentah kembali melandai.
Produsen atau perusahaan hulu migas bilang, kenaikan harga minyak mentah tak serta merta memberikan keuntungan besar bagi industri.
Sebab, harga logistik dan pendukungnya juga terkerek naik. Yang lebih disukai oleh sektor hulu adalah harga minyak mentah yang stabil.
Tidak ada perang pun, Indonesia sebenarnya bergulat dengan declining rate atau laju penurunan produksi minyak karena sumur yang makin tua.
Meski produksi dalam negeri makin berat, ternyata pemerintah tidak mengubah target 1 juta barel di tahun 2030.
Di Indonesia, asumsi harga minyak mentah dalam APBN tahun ini adalah 82 Dolar Amerika Serikat per barel.
Meskipun realisasinya, harga minyak Indonesia atau ICP ada di level 60-an Dolar Amerika Serikat.
Sedangkan, target lifting atau produksi minyak sesuai APBN adalah 605 ribu barel per hari, meski realisasinya ada di sekitar 573 ribu barel per hari.
Fluktuasi harga minyak mentah dunia juga memengaruhi hitungan bisnis di masa depan. Kondisi ini sangat berisiko bagi sektor hulu karena migas adalah industri padat modal.
Fluktuasi harga minyak menjadi keniscayaan yang selalu masuk dalam perhitungan produsen.
Faktor terbaru yang terjadi saat ini adalah Presiden Amerika Serikat Donald Trump, yang kerap mengeluarkan pernyataan tak terduga dan menggerakkan pasar.
