Trump'ın asıl hedefi Rusya ve Çin miydi? Yeditepe Üniversitesi Öğretim Üyesi Doç. Dr. Furkan Kaya anlattı

Genel tabloya bakıldığında ABD Başkanı Trump’ın stratejik önceliğinin Çin olduğu, Rusya’nın ise bu büyük rekabette ikincil ve dengeleyici bir unsur olarak konumlandığı görülüyor. Trump, Çin’i yalnızca ekonomik bir rakip değil, ABD’nin kurduğu küresel düzeni tehdit eden sistemik bir güç olarak değerlendirmekte. Bu nedenle ticaret savaşları başlattı, Çin menşeli ürünlere ağır gümrük vergileri getirdi, teknoloji savaşlarını derinleştirdi. Amaç, Çin’in ekonomik ve teknolojik yükselişini yavaşlatmak, hatta mümkünse küresel etkisini sınırlamaktı. Rusya’ya yaklaşımı ise daha farklıydı. Trump döneminde Putin’e yönelik sert söylemler azdı; bu durum “Rusya’yla yakınlaşıyor” yorumlarına yol açtı. Ancak pratikte Rusya’ya uygulanan yaptırımlar devam etti, Ukrayna’ya ilk kez ölümcül silahlar Trump döneminde verildi ve NATO ülkeleri savunma harcamalarını artırmaya zorlandı. Trump, Rusya’yı doğrudan ezmektense, Çin’le tam bir ittifak kurmasını engellemek isteyen bir denge politikası izledi. Çünkü Washington açısından en büyük risk, Rusya ve Çin’in aynı cephede birleşmesiydi. Sonuç olarak Trump’ın asıl hedefi, kısa vadede Çin’in yükselişini durdurmak, uzun vadede ise ABD’nin küresel liderliğini tehdit eden Rusya-Çin eksenini parçalamaktı. Bunu da klasik askeri cepheleşmeden çok, ekonomi, teknoloji ve güç dengeleri üzerinden yürütmeye çalıştı.Trump, küresel rekabeti ideolojik bir mücadeleden çok ekonomik güç ve pazar hâkimiyeti savaşı olarak tanımladı

ABD’nin müttefiklerine yönelik sert söylemleri, rakiplerden çok dost ülkeleri daha fazla sorumluluk almaya zorlamayı amaçladı.
