Aunque la medida se presenta como un intento de «ordenar» el mercado de divisas y frenar las operaciones informales, expertos advierten que mantener tasas fijas paralelas puede profundizar las distorsiones existentes.
La tasa flotante, que se publicará diariamente por el Banco Central, dependerá de la oferta y la demanda de exportadores y otros oferentes, pero no hay garantías de que esto transforme de manera significativa la liquidez o la accesibilidad real de divisas para la mayoría de la población.
Sin cambios estructurales que impulsen la producción y flexibilicen la gestión de divisas, estas medidas corren el riesgo de consolidar la centralización y la dependencia de decisiones discrecionales, manteniendo viva la brecha entre el mercado formal y el informal. Los primeros valores de la tasa flotante fijan el dólar en 410 CUP y el euro en 481,42 CUP, cifras que anticipan la complejidad del ajuste que enfrenta la economía cubana.
