Ia menegaskan bahwa Pasal 14 Undang-Undang Nomor 31 Tahun 1999 tentang Pemberantasan Tindak Pidana Korupsi dirancang sebagai norma penghubung antar-undang-undang untuk memberikan kepastian hukum.
Artinya apabila dalam UU lain terdapat perbuatan yang diklasifikasikan sebagai tindak pidana korupsi maka cukup ditegaskan bahwa perbuatan tersebut merupakan tindak pidana korupsi tanpa perlu merumuskan kembali sanksinya.
