Forse impensabile ora, ma nel 2021 il report ci fu davvero. La Corte dei conti europea, una delle sette istituzioni dell'UE, aveva stilato un rapporto sul livello di corruzione in Ucraina solo alcuni mesi prima dello scoppio della guerra con la Russia. "L’Ucraina è afflitta dalla corruzione - si legge nel documento - in particolare dalla grande corruzione, da molti anni. L’UE ha sostenuto diverse riforme in questo paese finalizzate al rafforzamento dello Stato di diritto e alla lotta contro la corruzione. Gli oligarchi e gli interessi costituiti sono le cause più profonde di tale corruzione. La grande #corruzione e la cattura dello Stato ostacolano la concorrenza e la crescita e pregiudicano il processo democratico".
Il sostegno europeo all'Ucraina nel rapporto è comunque indubbio, visto il conflitto precedente con la Russia, quello del 2014.
Tuttavia, la corte dei conti parla comunque della "cattura dello Stato da parte di clan di potenti élite politiche ed economiche".
