Historically (and for the foreseeable future), most public policy action in the United States to combat the global climate crisis has taken place at the state level. Former President Joe Biden’s administration marked a significant departure from that trend, as his policies pursued a strategy of “electrify everything” (transportation, buildings, and industry). But who owns the electricity system that is the linchpin of such a strategy, and how does this ownership affect the policy preferences of interest groups at the state level?
Join us for an engaging discussion with Joshua A. Basseches as he addresses these questions and more through the lens of his new book Owning the Green Grid: The Political Economy of Renewable Energy Design.
About the Author:
Joshua A. Basseches is an Assistant Professor of Public Policy and Environmental Studies in the Department of Political Science at Case Western Reserve University. His research and teaching focus on energy and climate policy and politics in the U.S. states, where most of the action in these policy areas has taken place thus far. He is especially interested in the role of investor-owned utilities, and how the unique aspects of their business model and regulatory considerations affect their policy preferences when it comes to state-level renewable energy policy. He co-chairs the State Politics Working Group of the Climate Social Science Network. His book, Owning The Green Grid (MIT Press), examines how partisanship, energy economy, and utility sector structure shaped renewable energy policies over time in seven U.S. states, housing one third of the nation’s population. His other work has been published in peer-reviewed outlets such as Climatic Change, Review of Policy Research, Politics and Society, and State Politics and Policy Quarterly, among others. His research has been supported by the Center for the Study of Federalism, the American Political Science Association, and the Climate Social Science Network, among others. His commentary frequently appears in regional and national news outlets. Receive SMS online on sms24.me
