Nordio richiama il rafforzamento dell'imputabilità, l'introduzione del fermo preventivo e le nuove aggravanti per chi devasta beni pubblici o agisce a volto coperto. Il Guardasigilli evidenzia tuttavia l'importanza del percorso rieducativo all'interno degli istituti penali minorili per prevenire la recidiva e ripristinare il senso civico, coniugando il dovere della fermezza punitiva con i principi della Costituzione.
