Es sind – mal wieder – Friedensgespräche geplant. Sie sollen im November zwischen Russland, der Ukraine und den USA stattfinden. Solche Gespräche hat es wiederholt gegeben, aber bisher haben sie nie zu substanziellen Fortschritten geführt. Das liegt laut General a.D. Erhard Bühler daran, dass die Positionen der Ukraine und Russlands diametral gegeneinander stehen.In dieser Folge des Podcasts "Was tun, Herr General?" sprechen Host Christian Erll und Erhard Bühler darüber, welche Positionen das sind. Die Ukraine fordert einen umfassenden und sofortigen Waffenstillstand, an den sich Friedensverhandlungen anschließen. Dazu ist man zum Einfrieren der Frontlinien bereit. Außerdem will das Land umfassende Sicherheitsgarantien, falls Russland erneut angreifen sollte. Das Ziel ist laut Bühler der Erhalt einer souveränen Ukraine mit einer verteidigungsbereiten Armee. Russland lehnt dagegen einen sofortigen Waffenstillstand ab. Laut Bühler will Moskau während der Verhandlungen weiterkämpfen. Und Russland gehe es nicht nur um die Ukraine, sondern um die Sicherheitsarchitektur in ganz Europa. Putin wolle mit Blick auf die NATO die Zeit zurückdrehen auf das Jahr 1997. Bühler Fazit: "Es ist gut, dass die trilateralen Gespräche jetzt wieder aufgenommen werden. Aber ich glaube, dass wir uns da inhaltlich nicht zu viel erwarten dürfen. Es ist ja nicht das erste Mal, dass Putin Verhandlungen zustimmt, um formal Verhandlungsbereitschaft zu zeigen." Er sei aber immer bei seinen Maximalforderungen geblieben, die letztlich auf eine Kapitulation der Ukraine hinauslaufen würden.
