Previous rounds of talks have failed to produce any breakthrough.
Both sides are divided over who will control eastern Ukraine's Donbas region.
Ukrainians in Kyiv say they're worried that if territory is given up, Russia will come back for more.
Ahead of the meeting, Russia handed over the remains of a thousand soldiers to Ukraine.
In return, Russia received the bodies of 35 of its own soldiers. The remains of thousands of soldiers have been exchanged over the course of the conflict, one of the few areas of cooperation between the two sides.
