科学特捜隊のハヤタ隊員は、謎の青い球体を追跡中に、竜ヶ森の上空で赤い球体と衝突、墜落してしまう。その球体の中には、Ｍ78星雲から来た宇宙人“ウルトラマン”がいた。心ならずもハヤタに瀕死の重傷を負わせてしまったウルトラマンは、彼と命を共有し、地球を守るため共に戦うことを誓う。
