Ley 171: médicos e ingenieros que vuelvan a Cuba podrían no salir

La Ley 171 de Migración, que entra en vigor en Cuba el 1 de noviembre, permite impedir la salida del país.
Médicos, ingenieros y otros profesionales que regresen podrían quedar atrapados.

Cuba aplicará desde el 1 de noviembre de 2026 la Ley 171 de Migración, junto con las nuevas leyes de Ciudadanía y de Extranjería publicadas en la Gaceta Oficial en mayo. La norma sustituye el viejo límite de 24 meses fuera de la isla por la llamada residencia efectiva migratoria y abre la puerta a que emigrados vuelvan a residir o a invertir en el país.

Pero el artículo 97 de la ley mantiene la potestad del Estado para impedir que una persona salga de Cuba, entre otras razones, para preservar la "fuerza laboral calificada" o por "interés público". En el video, una mujer que asesora trámites migratorios advierte que médicos, ingenieros, profesores, enfermeras y arquitectos que regresen para establecerse podrían necesitar autorización para volver a salir, aunque tengan otro pasaporte.

El programa contrasta esa advertencia con los llamados del gobierno a que los cubanos del exterior inviertan en la isla.
