JAKARTA, KOMPAS.TV - Cukai rokok tahun 2026, dipastikan tidak naik. Menteri Keuangan Purbaya Yudhi Sadewa lebih memilih perang pada rokok ilegal untuk mengumpulkan penerimaan negara. Namun, adilkah kebijakan Purbaya ini?Kebijakan populis kembali diambil oleh Menteri Keuangan Purbaya Yudhi Sadewa. Tarif cukai rokok tahun 2026, dipastikan tidak naik!!!
Memakai APBN yang disahkan oleh DPR, target penerimaan kepabeanan dan cukai tahun depan ditetapkan 336 triliun rupiah, naik 8,26 persen, dari outlook 2025 sebesar 310,35 triliun rupiah.
Kami pakai data Gabungan Produsen Rokok Putih Indonesia atau Gaprindo. Komponen cukai mencapai 55 persen sampai 56 persen dari harga rokok. Pemerintah juga mengenai PPN sebesar 9,9 persen, dan pajak daerah 10 persen. Jadi total pemerintah dapat penerimaan sampai 75 persen. Sisanya sekitar 25 persen adalah modal membeli bahan baku, gaji pekerja, investasi, perawatan, dan lainnya.
Menkeu Purbaya bilang, upaya menambah penerimaan cukai tidak perlu dilakukan melalui kenaikan tarif, melainkan bisa dengan menertibkan peredaran rokok ilegal.
Kata Menkeu, peredaran rokok tanpa cukai marak, baik impor ilegal maupun produksi dalam negeri, termasuk penjualan lewat platform dagang daring.
Kebijakan Menkeu Purbaya ini melanjutkan ketentuan dalam Peraturan Menteri Keuangan atau PMK Nomor 96 Tahun 2024 dan PMK 97/2024 yang tidak menaikkan tarif CHT pada 2025. Namun, pemerintah menetapkan kenaikan harga jual eceran HJE hampir seluruh produk hasil tembakau mulai 1 Januari 2025, rata-rata sekitar 10 persen.
Kementerian Keuangan juga mengatur harga rokok elektrik yang naik rata-rata 11,3 persen dan hasil pengolahan tembakau lainnya 6,2 persen.
