Usulan ini disampaikan oleh anggota Biro Politik Hamas, Hossam Badran dalam perundingan gencatan senjata.
Badran menjelaskan, pemerintahan Gaza seusai perang merupakan urusan internal Palestina tanpa campur tangan pihak luar.
Seorang pejabat lain mengatakan, bahwa proposal untuk pemerintahan non-partisan dibuat dengan mediator.
Pernyataan dari Badran muncul beberapa saat seusai Perdana Menteri Israel Benjamin Netanyahu menuntut agar Israel mempertahankan kendalinya atas koridor Philadelpia di perbatasan Gaza-Mesir.
Menurut Netanyahu, kontrol tersebut sebagai bagian dari upaya mencegah senjata yang akan diselundupkan ke Hamas dari Mesir.
Syarat dari Netanyahu ini pun dianggap mempersulit upaya gencatan senjata di Gaza dan pembebasan sandera.
Tak hanya usulkan kendali atas koridor Philadelpia, Netanyahu juga menolak memberikan izin bagi anggota Hamas untuk kembali ke Gaza utara jika terjadi gencatan senjata.
Menurutnya, setiap perjanjian gencatan senjata dan pertukaran sandera di Gaza harus memastikan hak Israel untuk melanjutkan serangan sampai tujuan perang tercapai.
