Destinations possibles : Ouganda, Ouzbékistan, Rwanda. Si l'Allemagne négocie déjà des accords avec des pays tiers, la France se montre plus sceptique sur l'efficacité de la mesure. Adoptée au Parlement européen par la droite et l'extrême droite et combattue par la gauche, ce nouveau règlement est dénoncé comme une atteinte aux droits fondamentaux par les organisations de défense des droits de l'homme.
