Eine gesetzliche Vorschrift macht aus dem ohnehin teuren Vorhaben am Ende ein finanzielles Desaster. Elf Millionen Euro kostet das Projekt insgesamt, einzelne Eigentümer sollen mehr als hunderttausend Euro nachzahlen.
