Die Hitzewelle Ende Juni hat gezeigt: Deutschland ist schlecht vorbereitet, wenn es um den Schutz gegen Extremtemperaturen von über 40 Grad geht. Nach Schätzungen des Robert Koch-Instituts sind mehr als 5.000 Menschen infolgedessen gestorben. Während Frankreich daraufhin eine radikale Kehrtwende im Gesundheitsschutz einleitete, um Alte, Kranke und Schwache besser zu schützen, ist in Deutschland seither wenig passiert. Warum nicht?
