Critical minerals are the 21st-century equivalent of oil (IEA 2021), and Africa is extraordinarily wealthy in its raw materials within its countries’ borders. The question is whether Africa can use its mineral wealth to power its own ascension, free to partner with whomever it chooses. At worst, African critical minerals may become the terrain of a proxy battle. At best, the critical elements of massive-scale electrification — such as neodymium, gallium, antimony, dysprosium and more – become the engine of greater African independence (complete sovereignty is a myth) and progress.Daniel Goodwin, Visiting Fellow and Wilmot James, Director of the Africa Initiative at the Watson School of International and Public Affairs, will present their initial scoping of the scale of industrial regulation and harm mitigation in play in the relevant countries.
