Le fasi sono due: quella dell'interlocuzione eventuale col governo e poi quella dell'impugnativa. Siamo al momento zero, rispettoso delle sentenze della corte su Sardegna, Toscana ed Emilia-Romagna. È una legge che organizza il processo come previsto dalla Corte. Se poi a livello nazionale si decide di fare una legge che supererà la sentenza della Corte del 2019, i problemi sono tutti risolti".
