伊豆にある古井戸から聞こえる不気味な音を調査するため、フジアキコ隊員とホシノ少年は現地を訪れる。時を同じくして、井戸の近くにある水力発電所や送電所が、何者かに襲われる事件が勃発する。姿の見えない襲撃者の正体は、なんと透明怪獣ネロンガだった。電気を食べるネロンガが次に襲う場所は？
