Normal şartlarda BAĞ-KUR'dan emekli olabilmek için gerekli olan 9 bin prim günü, 7 bin 200 güne düşürülmediği için mağduriyet yaşadığını söyleyen Kaya, ''Çok zor durumdayım. Mağdurum, primleri yatıramıyorum. Evimize ekmek götüremiyoruz. Yasanın çıkmasını Cumhurbaşkanımızdan bekliyoruz. Bütün esnafın düzlüğe çıkmasını istiyorum. Benim tam altın borcum 1 milyon 50 bin lira olmuş. Tam altın 17 bin lira. Ben bunu ödeyemiyorum. Asabım bozuldu, ailemle huzurum bozuldu'' dedi.
