Chaque année, environ 6 000 personnes sont tuées par la police au Brésil, majoritairement de jeunes hommes noirs issus des quartiers pauvres. À Rio de Janeiro, où gangs et narcotrafic contrôlent près d’un tiers de la ville, la police est déployée comme une force militaire dans les favelas, causant entre 700 et 900 morts par an.

Ces décès sont presque toujours justifiés par la légitime défense, mais des ONG dénoncent un usage excessif de la force et des exécutions sommaires. Le Brésil a d’ailleurs été condamné à plusieurs reprises par la Cour interaméricaine des droits humains. Ces violences d’État touchent aussi les familles, souvent laissées sans soutien face au deuil et à des conséquences psychologiques et sociales lourdes. Le 6 mai 2021, une opération à Jacarezinho fait 27 morts et agit comme un électrochoc. Des mères, avocats et militants fondent alors la RAAVE pour accompagner les victimes. Notre équipe a suivi Priscilla Menezes, qui se bat pour obtenir justice pour son fils Thiago, 13 ans, et Fatima Pinho, fondatrice du réseau, engagée pour briser l’impunité qui domine dans un pays où 9 affaires sur 10 sont classées sans suite.
