Adapun pelaksanaan retreat ini dilakukan mulai 23-28 Februari 2025.
Namun acara ini menjadi sorotan publik lantaran menghabiskan anggaran sebesar Rp 13 miliar.
Acara ini digelar sementara pemerintah sedang melakukan efisiensi anggaran.
Pakar Politik, Prof. Dr. Zuly Qodir, M.Ag. mempertanyakan efektivitas acara ini dilakukan.
Pasalnya pemerintah mengaku retreat ini bertujuan untuk menyamakan persepsi kepala daerah.
Namun menurut Zuly Qodir tujuan menyamakan persepsi tidak masuk akal, lantaran setiap daerah berbeda kondisi serta situasi.
Zuly Qodir juga menilai kepala daerah tidak akan membawa sesuatu yang berarti saat pulang dari retreat.
Ia menilai kepala daerah hanya bersenang-senang dan beristirahat dalam pembekalan itu.
Pasalnya, para kepala daerah dinilai tidak ada yang berani kritis sehingga tidak ada dikusi yang serius dalam retreat tersebut.
