«Una riforma moto importante, che chiedevamo da anni, cioè quella di dotare Roma Capitale di un ordinamento adeguato, all'altezza delle funzioni che una grande capitale deve assolvere, il centro mondiale della cristianità, una metropoli che ha bisogno di una maggiore autonomia amministrativa, finanziaria e anche in alcuni ambiti di un potere legislativo. Questa riforma, a cui abbiamo contribuito e per la quale ringrazio il governo, è un testo positivo, che auspico venga approvato dal parlamento accanto a una legge ordinaria che dovrà essere elaborata con lo stesso spirito di condivisione». Così il sindaco Roberto Gualtieri, commentando a margine del punto stampa in Campidoglio l'approvazione del testo di riforma per i poteri speciali a Roma Capitale.
