Dari seluruh kepala daerah ada 55 orang yang hingga kini belum hadir.
6 kepala daerah di antaranya telah mengonfirmasi atau meminta izin tidak bisa hadir karena sakit serta acara keluarga.
Sementara itu, 47 kepala daerah belum ada kabar.
Kemudian 2 orang baru saja hadir di Akademi Militer.
Sejumlah kepala daerah yang tanpa kabar itu diduga dari kader PDIP.
Pasalnya, pelaksanaan retret ini sempat diwarnai aksi penundaan keberangkatan kepala daerah yang berasal dari PDIP.
Hal itu sesuai instruksi Ketua Umum PDIP, Megawati Soekarnoputri pada Kamis (20/2).
Surat itu ditujukan kepada seluruh kepala daerah dan wakil kepala daerah PDIP, Megawati meminta agar perjalanan menuju retret tersebut ditunda.
Instruksi itu diterbitkan menyikapi dinamika politik nasional, termasuk kriminalisasi hukum terhadap Sekretaris Jenderal DPP PDIP Hasto Kristiyanto, yang tengah menghadapi proses hukum di Komisi Pemberantasan Korupsi (KPK).
