Sebelumnya Kejaksaan Agung (Kejagung) menetapkan Isa Rachmatarwata sebagai tersangka dalam kasus korupsi Asuransi Jiwasraya karena kebijakannya saat menjabat sebagai Kepala Biro Perasuransian pada Badan Pengawas Pasar Modal dan Lembaga Keuangan (Bapepam-LK) periode 2006-2012.
Saat itu Isa Rachmatarwata diduga memberikan persetujuan kepada direksi Asuransi Jiwasraya untuk pembuatan produk JS Saving Plan yang menawarkan bunga tinggi meskipun mengetahui kondisi keuangan Jiwasraya tidak sehat.
