Yakni, para tersangka menggunakan modus operandi dalam pemerasan K3, salah satunya dengan melakukan penggelembungan biaya sertifikasi
Dilansir dari Tribunnews.com, Sabtu 23/8), dalam penggelembungan dana ini para tersangka menaikkan biaya sertifikasi hingga Rp 6 juta yang semula hanya berkisar Rp 275.000.
Lantas, selisih ini dikumpulkan secara ilegal dan total dana yang berhasil dikumpulkan mencapai Rp 81 miliar.
Kemudian, para tersangka memperlambat dan mempersulit pemohon.
Jika pemohon tidak membayar biaya tambahan, tersangka menggunakan tekanan psikologis hingga korban akhirnya membayar.
Apabila pemohon menolak membayar, permohonan tak akan diproses, kendati sudah memenuhi semua syarat.
Bahkan, para tersangka yang terdiri dari pejabat dan pegawai di lingkungan Ditjen Binwasnaker dan K3, termasuk mantan Wamenaker Noel itu kompak bekerja sama dengan perusahaan jasa K3 (PJK3).
Hal itu bertujuan untuk menyalurkan dana hasil pemerasan.
Plt Deputi Penindakan dan Eksekusi KPK, Asep Guntur Rahayu membenarkan hal tersebut.
Asep menyebut, Noel dan tersangka lainnya dijerat dengan pasal pemerasan.
Pasalnya ada modus untuk memperlambat, mempersulit, dan sengaja tidak memproses pengurusan sertifikasi K3.
"Ada tindak pemerasan ini dengan modus memperlambat, mempersulit atau bahkan tidak memproses. Itu perbedaannya. Jadi saat teman-teman buruh ini akan mendaftar untuk sertifikasi K3, sebenarnya syarat sudah lengkap, seharusnya itu diproses bisa langsung."
