Ia menyoroti pola dehumanisasi terhadap warga Palestina yang menyerupai metode yang digunakan terhadap etnis Tutsi di Rwanda, Afrika Tengah.
Sebagai Ketua Komisi Penyelidikan Internasional Independen (COI), Navi Pillay merilis laporan yang menyimpulkan bahwa genosida sedang berlangsung di Gaza.
Laporan tersebut menuding Presiden Israel Isaac Herzog, Perdana Menteri Benjamin Netanyahu, dan mantan Menteri Pertahanan Yoav Gallant menghasut terjadinya genosida.
Ia menegaskan bahwa semua bukti menunjukkan warga Palestina menjadi sasaran sebagai kelompok tertentu.
Dilaporkan di Rwanda 1994, sekira 800.000 orang dibantai dalam 100 hari, terutama etnis Tutsi dan Hutu moderat.
Sementara itu, retorika pejabat Israel yang menyebut Palestina sebagai “hewan” menyerupai narasi dehumanisasi di Rwanda.
Pillay menilai dehumanisasi ini menjadi isyarat bahwa membunuh kelompok tertentu dianggap sah secara moral bagi pelaku.
Perlu diketahui sosok Navi Pillay merupakan mantan hakim Pengadilan Pidana Internasional untuk Genosida Rwanda sekaligus eks Komisaris Tinggi HAM PBB.
