Söz konusu soruşturma; Melih Gökçek döneminde yapılan usulsüz imar artışlarına engel olunması nedeniyle başlatılmıştır.
Herhangi bir usulsüz imar artışı söz konusu değildir. Aksine, Dodurga bölgesine verilen usulsüz imar artışının veto edilmesine ilişkin karar, bu soruşturmanın konusudur.
Öte yandan, soruşturma izni sürecinde görev alan mülkiye müfettişiyle ilgili ciddi ve kamuoyuna da yansıyan iddialar bulunmaktadır.
Bu mülkiye müfettişi; daha önce de Mansur Yavaş hakkında soruşturma izni verilen başka dosyalarda görev almış, Melih Gökçek ile bu konuda görüştüğü iddia edilmiş ve bu nedenle Mansur Yavaş tarafından hakkında suç duyurusunda bulunulmuş olan aynı mülkiye müfettişidir.
Söz konusu mülkiye müfettişinin bu dosyada da yer aldığı anlaşılmıştır.
