Rencana tersebut mencakup pembangunan 1.352 unit di Qalqilya (Tepi Barat utara), 430 unit di dua permukiman dekat Ramallah dan Yerusalem, 407 unit di Betlehem, serta 150 unit tambahan di wilayah barat Ramallah.
Biro Nasional untuk Mempertahankan Tanah dari Organisasi Pembebasan Palestina (PLO) menyebut proyek ini bertujuan menciptakan kesinambungan geografis antar permukiman Yahudi di wilayah Palestina.
Strategi ini, menurut mereka, akan semakin mengisolasi desa-desa Palestina.
Menteri Keuangan Bezalel Smotrich disebut sebagai pendorong utama proyek perluasan.
Sementara Menteri Pertahanan Yoav Gallant dinilai memberikan perlindungan bagi pemukim ilegal.
Bahkan pada Kamis (10/7/2025) lalu, Menteri Keamanan Nasional Israel, Itamar Ben-Gvir, mengumumkan pembentukan unit kepolisian dari kalangan pemukim ilegal.
Menurut data Otoritas Palestina, saat ini terdapat sekitar 770.000 pemukim Israel yang tinggal di Tepi Barat.
PBB menyatakan bahwa permukiman Israel di wilayah pendudukan melanggar hukum internasional.
