Il piano prevede la dispersione di 10 milioni di tonnellate di particelle in stratosfera per un costo dichiarato di 10 miliardi di dollari, con l'obiettivo di raffreddare il pianeta. Gli esperimenti confinati partono ad aprile 2026 a 18 km di quota.
Il precedente storico parte dal 1947 con il Progetto Cirrus e arriva all'operazione Popeye in Vietnam, confessata sotto giuramento al Senato americano nel 1974. La Convenzione ENMOD del 1977 vieta l'uso militare della modificazione ambientale, ma lascia il privato completamente senza regole.
