JAKARTA, KOMPAS.TV - Anggota Komisi IX DPR/ Fraksi Partai Nasdem, Irma Suryani Chaniago meminta pemerintah segera mengeluarkan Peraturan Presiden (Perpres) terkait tata kelola Makan Bergizi Gratis (MBG) agar ada payung hukum yang jelas."Pemda harus dilibatkan sesuai yang sudah disampaikan DPR ke BGN, Kemenkes dan turunannya. Kementerian Pendidikan dan guru. BPOM dan turunannya. Itu perlu ada payung hukum. Semua tahapan yang harus dilalui itu jadi bisa dipertanggungjawabkan," katanya.
Pengamat Kebijakan Publik, Yanuar Nugroho inisiatif pemerintah bisa berjalan dengan baik jika ada 3 kerangka: regulasi, kelembagaan, mekanisme akuntabilitas. Jika tidak ada aturan, birokrasi tidak bisa berjalan. Kerangka kelembagaan meliputi pembagian kerja antar lembaga.
Mekanisme akuntabilitas menjadi dasar sebuah program pemerintah bisa dinilai berhasil atau berjalan. Misalnya ketika ada makanan busuk, perlu dievaluasi. Selain itu perlu dilakukan tender atau lelang terbuka, misalnya.
"Saya usulkan kalau memang harus bikin Perpres, setidaknya reorientasi dengan jelas. Ini bukan hanya program simbolik. Harus ada audit independen dan transparansi publik. Penguatan pengawasan dan akuntabilitas. Perbaikan desain kelembagaan memisahkan peran regulator dan eksekutor," ungkapnya.
CEO CISDI (Center for Indonesia's Strategic Development Initiatives), Diah Saminarsih menyebut Perpres harusnya jadi acuan utama dan memastikan sesuai dengan SOP yang sudah ada.
"1 nyawa, 1 kehidupan sangat penting dan tidak boleh diabaikan. Memitigasi siapa yang mau membayar ini semua. Apakah menjadi tanggung jawab pemerintah pusat, pemerintah daerah, BPJS atau pendanaan langsung seperti saat Covid. Juga memastikan logistiknya aman," ujarnya.
