Manuel ist verurteilter Straftäter und sitzt hinter Gittern – aber nicht im Gefängnis, sondern im sogenannten Maßregelvollzug. Dort werden unter anderem psychisch kranke Straftäter untergebracht und therapiert. Doch das System ist überlastet, die Einrichtungen überfüllt und unterbesetzt.Als Manuel im Maßregelvollzug stirbt, wirft sein Tod Fragen auf. Katrin Kampling hat gemeinsam mit Désirée Marie Fehringer für das NDR-Politikmagazin Panorama 3 recherchiert und erzählt uns in dieser 11KM-Folge Manuels Geschichte.
