JAKARTA, KOMPAS.TV - Sekretaris Jenderal Transparency International (TI) Indonesia, Danang Widoyoko mengatakan menolak praktik yang menormalisasi konflik kepentingan.Ia mencontohkan di banyak kementerian lain, perusahaan atau BUMN itu menjadi kontraktor dari pemerintah. Maka di saat direksi atau komisarisnya bagian dari kementerian, pasti terjadi konflik kepentingan.
Danang menambahkan dalam perkembangan soal pemerasan korupsi, saat ini ada pergeseran pemahaman. Banyak orang melihat bahwa korupsi itu kalau ada kerugian negara.
Padahal, di Undang-Undang Tindak Pidana Korupsi praktik pemerasan, penyuapan salah satu bagian dari praktik korupsi. Hal ini diatur tidak hanya di KUHP tapi juga di Undang-Undang Anti-Korupsi.
"Selain itu dalam praktiknya memang korupsi itu tidak mesti mengambil dari APBN. Tetapi korupsi, dia bisa melakukan korupsi karena dia memegang jabatan. Kalau seandainya Immanuel Ebenezer bukan menteri, itu masuknya barangkali pemerasan gitu ya atau pungli (pungutan liar) atau jatah preman gitu, ya. Tetapi karena dia hari ini adalah wakil menteri, mendapatkan mandat untuk memegang jabatan sebagai wakil menteri, maka kemudian masuk ke pasal korupsi. Jadi dia pemerasan dalam konteks ini adalah korupsi yang dilakukan oleh wakil menteri karena jabatannya," kata Danang.
Noel telah ditetapkan sebagai tersangka dalam kasus pemerasan Sertifikasi Keselamatan dan Kesehatan Kerja (K3). KPK menyebut Noel telah melakukan mark up tarif sertifikasi K3 dari yang seharusnya senilai Rp275.000 menjadi Rp6.000.000, Jumat (22/8/2025).
