Dans une ville à l'ambiance dystopique, toute la société civile a été mise-au-pas depuis l'instauration d'une loi sur la sécurité nationale. L'emprise de Pékin est totale : les opposants politiques sont en prison ou en exil, les médias réduits au silence, et à l'école l'Histoire est réécrite pour endoctriner les jeunes générations et former ainsi des "patriotes". De Hong Kong, jusqu'à Londres où se sont réfugiés les opposants au régime, l'équipe d'Arte Reportage a rencontré ceux qui subissent le joug de Pékin et ceux qui osent encore défier le pouvoir.
